Reproductive FACT Act (AB 775) Passed out of the Assembly

AB 775, which would discriminate against any and all pregnancy centers/clinics that hold a pro-life viewpoint, has passed out of the Assembly and is now on its way to the state Senate.  

This bill would enact the Reproductive FACT (Freedom, Accountability, Comprehensive Care, and Transparency) Act, which would require a licensed covered facility to disseminate a notice to all clients stating that every pregnant woman has the right to decide whether to have a child or to obtain an abortion.  The bill would also require an unlicensed covered facility to disseminate a notice to all clients stating that the facility is not licensed as a medical facility by the State of California, and would also impose civil penalties against covered facilities that fail to comply with these requirements.  Lastly, the bill would also require the Attorney General to post on the Department of Justice’s Internet Web site a list of the covered facilities upon which a civil penalty has been imposed.

On its surface, the bill pretends to want to “regulate” the state’s pregnancy centers/clinics, but in actuality, this unfair legislation may discourage pregnant women from getting the assistance that they need and deserve as well as expose many of these pregnancy centers/clinics, including its directors and board members, to needless criminal or civil sanctions for failure to comply.

CCC is strongly opposed to AB 775 because we believe all life is sacred, we support programs which offer medical, economic and emotional support.

“Although we are disappointed in the outcome today, it was no surprise that the vote went right along party lines.  Thanks to the many calls, office visits and letters to legislators, the Republican opponents to  AB 775 were well equipped with passionate arguments in defense of Pregnancy Centers and Clinics. They gave solid legal arguments as to why this bill is in violation of our First Amendment right to freedom of speech and causes us to violate our consciences by referring for abortions.  Assemblyman Patterson stated its passage is “tyranny.”

We will continue to fight as this bill moves through the Senate committees and ask for everyone’s continued support.”
