COVID-19 State Policy Update 06.02.20

Today, Tuesday, June 2ndGovernor Newsom did not provide a live update today on the COVID-19 pandemic, as he spent his morning assisting with the clean-up resulting from the protests, which found some participants vandalizing and looting some businesses in the area. In other actions, the Governor issued two Proclamations. The first proclaims June is Immigrant Heritage Month (read the proclamation here). In his message, the Governor noted half of all children in California have at least one immigrant parent. He also noted the contributions made by immigrants, as many are on the front lines of those professionals keeping us safe and providing access to essential goods and services, including healthcare, law enforcement, and essential businesses.

News on COVID-19

The Department of Public Health reports the state is succeeding in conducting more than 50,000 tests daily (find a testing center here). To date, 51 of California’s 58 counties have attested to their readiness to advance into Phase 2 (read more here).

On May 28, Dr. Kenneth Korver, the director of the Lassen County Public Health Department Lassen county was the first to rescind a Phase 2 county variance and urge residents to stay at home except for essential needs for seven days (June 5). If the order is lifted, places of worship will be allowed to hold congregant meetings under the modifications required (no more than 25% of congregation or 100 people). 

Sonoma County has reopened and is “cautiously and thoughtfully moving again into Phase 2 (read more here). 

Guidelines Issued to Date 

As a reminder and for reference purposes, the most recent guidelines published by the California Department of Public Health for retailers to allow in-store shopping may be read (here). The guidelines and modifications for faith-based organizations, which includes limiting in-person congregant gatherings to only 25% of membership or 100 congregants with significant modifications in order to protect public health (read more here). Guidelines include disinfection instructions, equipment recommendations, and how to manage physical distancing. 

State Variance Guidelines 

As noted in previous briefings the Governor outlined next steps in California’s reopening of the economy, including dining-in restaurants, as part of Phase 2 and working though the state’s Roadmap to Recovery (read more here). In anticipation of more counties moving forward for Phase 2 variances, the state has made available guidelines for businesses seeking variances from their local county public health department. Of particular interest are the guidelines for dine-in restaurants where business across the state is down an estimated 93% (read more about dine-in guidelines here). Californians are urged to familiarize themselves with their county’s variances and requirements. Counties will report in real time their data related to testing, contact tracing, hospitalizations, and infection rates. The COVID-19 page will be updated regularly, so people are able to read about the current state of the stay-at-home order and Phase 2 progress for every county (read more about county guidelines here), including their self-certification and attestations.

  • 4,286 deaths, up by 35 or +0.8% 
  • 115,310 positive cases +2% Officials are watching county trends.
  • 2,071,591 tests conducted. Now averaging more than 50,000 daily

    • Latinos continue to have the highest percentage of positive cases at 54.2%; Caucasians 19.9%; Asians 9.0%, and Blacks 5.2%.
  • Hospitalizations increased by 65 to 3,038 up by 2.2%
  • The majority of hospitalizations are in LA County 1,422, followed by San Diego County at 314; Orange County 292; Riverside 203; San Bernardino 148; Alameda 97; Imperial 68; Fresno 68; Kern 59; San Francisco 45; San Mateo 40.
  • ICU – 1,054 an increase of one or -1.3%
