The State of Wisconsin has instituted a new mandate that all health insurance systems provide contraception services. The bishops of that state have called the move "blatantly insensitive" to Catholic values and the Church's teaching on artificial contraception.
Two of the state's five dioceses are self insured and not impacted. However, the dioceses of Milwaukee, Green Bay and Madison will be faced with the new law when their health plans are renewed next year. No exception is allowed for religious organization. The bishops of the three effected archdioceses have pledged to continue providing insurance to their employees as they explore their options.

"The First Amendment is a guarantee that government will mind its own limited, secular, non-religious business, so that the people can enjoy their natural right to religious liberty." —Removing the Cross: American and French Perspectives by Auxiliary Bishop Thomas J. Curry, the Santa Barbara Pastoral Region Bishop in the Archdiocese of Los Angeles.

We call for constant vigilance to protect the freedom of persons and institutions to respond to God in accordance with their faith. We acknowledge the need to balance the rights of religion and the compelling interests of the state.
